Holistic governance:the way of rural governance

在乡村治理实践中,存在政府管理模式碎片化、治理主体间关系碎片化、治理资源碎片化等困境,造成乡村碎片化治理,最终导致乡村治理效率低下、治理效果内卷化。深刻认识乡村治理中存在的碎片化问题,关系到乡村治理和乡村振兴的有效推进。新时代要实现乡村有效治理,就必须将乡村各治理主体整合起来,构建多元主体共治社会,使其共同致力于乡村治理,而不是相互掣肘。通过对以协调、整合为治理机制的整体性治理的理论分析,明晰整体性治理是历史和现实对乡村治理的呼唤,而实现“三村”有效联动是乡村整体性治理的关键,只有“三村”主体自身发展机制以及“三村”主体间的联动机制得以建立和完善,倒三角形的乡村整体性治理模型才能实现可持续运转,乡村社会才能实现治理创新与长效发展。

In the practice of rural governance, there are such dilemmas as the fragmentation of government management mode, the fragmentation of relations between governance subjects, and the fragmentation of governance resources, resulting in the fragmentation of rural governance, which ultimately leads to the low efficiency of rural governance and the involution of governance effect. A deep understanding of the fragmentation in rural governance is related to the effective promotion of rural governance and rural revitalization. In order to achieve effective rural governance in the new era, it is necessary to integrate all governance subjects in the countryside, build a multi-subject co-governance society, and make them commit themselves to rural governance together rather than constrain each other. The paper makes a theoretical analysis of holistic governance with the coordination and integration as the governance mechanism, and makes it clear that holistic governance is a historical and realistic call for rural governance. The effective three subjects linkage is the key to rural holistic governance. Only after the development mechanism and the linkage mechanism of three subjects have been established and improved, may the inverse triangle-shaped rural holistic governance model achieve the sustainable operation, and may the rural society realize the governance innovation and long-term development.
