乡村振兴战略下农村环境治理驱动因素--基于扎根理论的探索性研究

Driving factors of rural environmental governance under the rural revitalization strategy:exploratory research based on the grounded theory

从乡村振兴战略中的生态振兴出发,通过深度访谈,应用扎根理论探索研究了驱动农村环境治理的深层次因素,研究结果发现,影响农村环境治理的驱动因素体现在村民环境需求、基层政府预期收益、利益相关者环境利益和资源控制权等四个方面。其中村民环境需求和基层政府预期收益分别是农村环境治理的外在和内在驱动因素,而利益相关者环境利益和资源控制权分别是外在和内在情境条件,四个因素通过不同的作用机制对农村环境治理产生影响。最后,基于农村环境治理驱动因素理论模型,为政策制定者提出政策建议。

Starting from the ecological revitalization of rural revitalization strategy,the paper explores the driving factors of rural environmental governance through in-depth interview based on the grounded theory.It finds that the driving factors affecting the rural environmental governance are embodied in four aspects:the villager requirement for the environment,the expected earnings of the grass-roots government,the environmental interests of the stakeholders,and the resource control right.The villager requirement for the environment and the expected earnings of the grass-roots government act as the extrinsic and inherent driving factors respectively.The environmental interests of the stakeholders and the resource control right are respectively the extrinsic and inherent situational conditions.The four factors have effects on the rural environmental governance through different action mechanisms.Finally,it gives some suggestions for policy makers based on the theoretical model of driving factors of rural environmental governance.
