省级国土空间规划“一张图”实施监督系统的设计与实现

Design and implementation of"One Map"implementation supervision system for territorial space planning

为有效贯彻国家对空间规划工作的部署,提出了国家、省、市、县四级联动的国家空间规划“一张图”实施监督系统的建设方案。本文依托省级国土空间基础信息平台,借助地理信息系统、微服务、云计算等先进技术,搭建了省级空间规划“一张图”实施监督系统,实现了省级国土空间规划全域全要素的信息化、省级国土空间规划从规划编制、审批、实施到监督的全周期管理,有效提高了国土空间规划评估预警和实施监督能力,推动国土空间治理能力现代化水平。

In order to effectively implement the national spatial planning arrangement,the construction scheme of"one map"implementation supervision system of national spatial planning,which is coordinated at the three levels of state,province and city(county)is put forward.In this paper,based on a provincial national spatial basic information platform,with the help of GIS,the service,cloud computing and other advanced technology,set up a spatial planning at the provincial level to the supervision of the"picture"system,realized the full domain total factor national spatial planning at the provincial level of informationization,the provincial national spatial planning from the planning,approval,implementation,to supervise the full cycle of management,the capacity for assessing,early warning,implementing and supervising territorial space planning were effectively improved,and modernized our capacity for territorial space governance.
