网格化社会治理的结构特征、运行逻辑及效用边界

Structural Features,Operational Logic and Utility Boundaries of the Grid Social Governance

随着信息技术的发展,趋于网格化的社会协同机制日益成熟,通过网格的社会治理成为可能。作为基层社会治理基础的网格,因为其契合了分散的基层社会对利益保护、组织参与、情感交流等方面的需求,网格化使社会治理回到基层的轨道上,充分发挥了基层治理的效能。但现阶段我国城乡社会中的网格化治理中,在治理主体、权限、资源、手段等方面的缺陷,导致网格很大程度上成为基层政府或有关部门向下延伸的触须,部门官僚化、治理碎片化弊端会借助这个通道影响网格化治理。实践中,要在坚持党建引领的前提下,通过现代信息技术手段来整合各种资源、通过创新服务方式来重构政府与社会关系、通过广泛参与来重建网格治理机制、通过制度建构来加强基层社会自治建设,让基层社会治理回归到网格中,并在服务中夯实网格化治理的权威。网格化治理反映了我国基层社会治理的趋势。

With the development of information technology,the social coordination mechanism that tends to grid is becoming more and more mature,and social governance through grid becomes possible.The grid,which is the basis of grassroots social governance,meets the needs of the decentralized grassroots society for protection of interests,organizational participation,and emotional exchange.It also makes social governance back to the track of the grass-roots,giving full play to the efficacy of grass-roots governance.However,in the current grid governance in China’s urban and rural society,the defects in governance subjects,authority,resources,means,etc.,have caused the grid to largely become a tentacle for the grass-roots government or relevant departments to extend downwards.Moreover,the department bureaucratization,the governance fragmentation malpractice will use this channel to influence the grid governance.In practice,under the premise of adhering to the leadership of the Party,it is necessary to integrate various resources through modern information technology,reconstruct the relationship between government and society through innovative service methods,rebuild the grid governance mechanism through extensive participation,and strengthen through institutional construction,so that the construction of grassroots social autonomy will return grassroots social governance to the grid,and consolidate the authority of gridded governance in services.Grid Governance reflects the trend of grass-roots social governance in China.
