黄河流域水资源管理与节水实践

Water resources management and water saving practice in the Yellow River Basin

节水控水一直是黄河流域水资源管理的一项重要工作。新中国成立以来,黄河流域节水历经萌芽、起步和发展提升,现已进入节水、生态等多要素统筹的全社会系统节水新阶段。近20年,黄河流域水资源管理和节水实践效果明显。随着新时期黄河流域生态保护和高质量发展国家战略的实施,黄河水资源面临新形势。持续强化水资源节约集约利用,加强非常规水源优化配置,全面开展全流域深度节水控水行动,创新水资源监管机制等是缓解当前水资源供需矛盾的根本举措。

Water conservation and control has always been an important work of water resources management in the Yellow River Basin.Since the founding of the People’s Republic of China,water saving in the Yellow River Basin has experienced germination,starting and supporting water-saving projects.Now it has entered a new stage of systematic water-saving with multi-elements such as water saving and ecology.In the past 20 years,the water resources management and water-saving practice in the Yellow River Basin have achieved remarkable results.With the implementation of the national strategy for ecological protection and high-quality development of the Yellow River Basin in the new era,the water resources of the Yellow River are facing new situations.The fundamental measures to alleviate the current contradiction between supply and demand are to continue to strengthen the economical and intensive use of water resources,strengthen the optimal allocation of unconventional water sources,comprehensively carry out the basin wide deep water-saving and water control action,and innovate the water resources supervision mechanism.
