海水淡化规模化利用问题与建议

Large-scale development of seawater desalination: issues and suggestions

与从城市供水管网跨海引水相比,海岛海水淡化有较好的经济性,一些地方未经充分论证便将其作为主要水源,增加了项目风险。因此,有必要针对海水淡化规模化利用中存在的现实问题,完善相关政策要求及行业标准。建议将海水淡化水主要作为备用水源纳入水资源统一管理;完善相关标准,保障规模化生产利用;加强海水及淡化水水质卫生监测研究,开展健康风险评估;加强海洋放射性监测评估和国际合作,确保海水淡化水卫生安全饮用。

Compared with water diversion across sea from urban water supply network,seawater desalination in the island is more cost effective.However,seawater has been taken as the main water source without full demonstration in some cases,which increases the risk of project.Therefore,considerations need to be given to practical issues,policy requirements and sectoral standards in large-scale development of seawater desalination.It is suggested that desalination water as a standby source should be brought into unified management of water resources.It is necessary to upgrade relevant standards to ensure large-scale production and utilization,strengthen sanitary monitoring and research of seawater and desalinated water quality,health risk assessment,as well as monitoring and evaluation of marine radioactivity and international cooperation,so as to ensure safety of desalination water.
