党组织参与国有企业现代化治理的方式与优化路径

The Party Organization’s Participation in the Modern Governance of State-owned Enterprises

坚持党的领导是国有企业在70多年发展过程中形成的基本原则,这一原则将继续在国有企业现代化治理中发挥重要作用。将党组织融入国有企业,不仅巩固了社会主义制度、丰富了企业监管手段,而且确保了国家利益与社会利益的实现。目前,党组织主要通过“双向进入、交叉任职”以及“前置研究讨论”参与国有企业现代化治理。但在分析上述参与路径后发现,国有企业现代化治理仍存在一些问题。为此,建立现代国有企业制度必须对四方面予以优化,分别是坚定“四个自信”,探索中国特色国有企业治理模式;加强党内监督,实现党员精准任职;落实“党建工作入章程”,明确党组织的权力范围;建立沟通协调机制,化解国有企业治理主体间的行权冲突。

Adhering to the leadership of the Party is a basic principle formed in the 70 years of development of SOEs,and this principle will continue to play an important role in the modernization of SOEs.Integrating Party organizations into state-owned enterprises not only consolidates the socialist system and enriches the means of enterprise supervision,but also ensures the realization of national and social interests.At present,the party organizations mainly participate in the modernization governance of state-owned enterprises through“two-way entry,cross-office”and“pre-research and discussion”.However,there are still some problems and deficiencies after analyzing the above participation paths.Therefore,the establishment of modern state-owned enterprise system must be optimized in four aspects,namely,firm“four confidence”,explore the governance model of state-owned enterprises with Chinese characteristics;Strengthen intra-Party supervision to ensure accurate appointment of Party members;Implement the“Party building work into the Constitution”,clear the power scope of the Party organization;The communication and coordination mechanism should be established to resolve the conflict of exercising the right between the governing bodies of state-owned enterprises.
