摘要
发展新型研究型大学在国内尚缺少经验,韩国科学技术院50年的成功可提供借鉴。经济产业发展的急需、国家领导人的意志、战略科学家的规划以及高等教育的短板是其创立的宏观背景。KAIST的新型体现在治理体系新、培养目标新、招生支持新等八个维度。其成功经验包括顶层设计清晰、办学定位明确、内部治理灵活等七个方面。当前,我国急需建设能够培养高层次应用型人才,开展应用基础研究和服务产业技术创新的新型研究型大学。需要在内外部治理上创造条件开放创新来推动新型大学建设。
There is a lack of experience in developing neo-type research universities in China.KAIST in Korea is a good example.The background of KAIST foundation includes the urgent industrial need,the will of national leaders,the planning of strategic scientists and shortcomings of then higher education.Its novelty mainly reflects in eight dimensions,such as new governance system,new educational objectives,and new enrollment support.It’s experience can be seen from seven aspects,including clear top-level planning,clear positioning,and flexible internal governance.China is currently in urgent need of neo-type research universities which cultivate high-level applied talents,mainly conduct applied basic research,and serve industrial technology innovation.It is necessary to innovate the internal and external governance to develop neo-type research universities.
