摘要
高等教育第三方评估是全球化背景下各国高等教育质量保障和提升的重要途径。基于高等教育双元结构模式理论,采用案例研究方法,从第三方评估与院校利益相关者(管理层和教师)的交互视角,对评估在被评院校多个维度的影响进行了探究。研究结果表明,评估在一定程度上推动了院校变革,其影响主要体现在学习成果导向、培养目标设置与对接、教学与科研平衡以及资源与人员支持等维度。在培养目标、资源及人员支持方面,被评院校的变革较为显著;而在学习成果、教学与科研方面,评估的影响相对较弱。
External quality assessment has become one of the most important items on the agendas of higher education quality assurance and improvement across the world.Based on the binary model of higher education systems,this research,by adopting the case study method,explores the impact of external quality assessment on the evaluated university.From the perspective of the interactive process between external quality assessment and university stakeholders(managerial personnel and teachers),the study shows that the impact of external quality assessment on university change is mainly reflected in the dimensions of outcome-based education,objective alignment,the balance of teaching and research as well as resources and personnel support.Specifically,the evaluated university has made significant changes in terms of objective alignment and resources and personnel support while the other two dimensions are less affected.
