Competitive Experimental Model of Policy Innovation in China

政策试验是中国改革创新的一种重要路径,对于高度复杂的政策议题,中央通过试验方式深化认知,在议题设定、愿景规划、激励设计、评估总结中发挥着主导作用,形成了一种独特的竞争性试验模式。竞争性试验包括指定竞争和开放竞争两种试验类型,其通过权威设计、地方转译、对标创新、知识整合等运作过程,促使地方政府围绕创新展开竞争,实现顶层设计与基层创新良性互动,有效促进了政策知识生产。

Policy experiment is an important path of China’s reform and innovation.For highly complex policy issues,the central government deepens its cognition through experimental methods,and plays a leading role in the issue setting,vision planning,incentive design,evaluation and summary,forming a unique competitive experimental mode.The competitive experiment includes two types:designated competition and open competition.It promotes local governments to compete around innovations and realize the interaction between top-level design and primary-level innovation through the process of authoritative design,local translation,benchmarking innovation and knowledge integration,thus effectively promoting the policy knowledge production.
