摘要
创新型省份作为创新型国家的重要组成部分,是区域创新系统发展的一种高阶形态。当前,基于区域创新系统的研究视角逐步向创新生态系统转变,本研究将创新型省份视为由科学研究、开发应用、创新服务、创新资源、创新环境等子系统构成的复合创新生态系统,采用复合系统协同度模型,对浙苏粤三省2013—2018年的区域创新生态系统的整体协同度以及各子系统之间的协同度进行评价与比较,分析三省区域创新生态系统发展的长短板,并对各省下一步建设高水平创新型省份提出对策建议。
As an important part of an innovative country, innovative provinces are a high-level form of regional innovation system. Currently, the research perspective of innovation system is gradually changing to innovation ecosystem. In this paper, innovative provinces are regarded as composite innovation ecosystems composed of subsystems, which include research community, development and application community, service community, innovation resources and innovation environment. By using synergy degree model of composite system, we evaluate and compare the overall synergy degrees of regional innovation ecosystem and the pairwise synergy degrees of subsystems of Zhejiang, Jiangsu and Guangdong from 2013 to 2018. Based on the results, we analyze the strengths and weaknesses of regional innovation ecosystem of each province, and make suggestions for further building high-level innovative provinces.
