基于三螺旋理论的产业结构与就业结构耦合效应研究——以江西为例

Research on the Coupling Effect of Industrial Structure and Employment Structure in Jiangxi Based on Triple Helix Theory

产业结构与就业结构是中国经济发展的重要变量,江西省如何在推进产业可持续高质量发展中保持就业的稳定性,成为重点关注的领域。基于三螺旋理论,进行静态分析和动态实证研究,横向解构江西省“产业结构—就业结构”的耦合性,识别出江西省“产业结构—就业结构”存在失调问题。研究结果表明:随着三次产业的地位转变,第一、二产业劳动力出现过剩趋势,第三产业劳动力也出现不足;现阶段江西省产业结构与就业结构耦合度一般,属于“就业滞后型”。从“企业—高校—政府”三方的协同关系入手,通过打造“政产学”相融合的创新平台,实现耦合优化。

Industrial structure and employment structure are important variables in China’s economic development,and how to maintain employment stability in Jiangxi Province while promoting sustainable and high-quality industrial development has become a key concern.Based on the triple helix theory,static analysis and dynamic empirical research are conducted to deconstruct the coupling of “industrial structure-employment structure” in Jiangxi province horizontally and identify the problems of “industrial structure-employment structure” in Jiangxi province.The results of the study show that:with the change of the status of the three industries,the labor force in primary and secondary industries is in surplus,and the labor force in tertiary industries is also in shortage;at present,the coupling degree between industrial structure and employment structure in Jiangxi Province is average,which belongs to the “employment lag type”.Starting from the synergistic relationship of “enterprises-universities-government”,we can realize the coupling optimization by creating an innovation platform of “government-industry-education”.
