摘要
工业企业投资规模是衡量地区经济增长的指标之一,而碳排放权交易系统(ETS)试点是否会因为减排约束导致企业出现对外投资转移而伴随着“碳泄漏”风险,是评估其实现减排效应、不影响试点地区经济增长的重要维度。在此背景下,基于2004—2015年31个省份和深圳市细分行业的相关数据,利用双重差分法和三重差分法进行检验,结果证实ETS政策引致试点省市的对外直接投资,尤其是在碳排放量密集的行业,此外,市场化程度较低的省市对试点政策的投资转移效应更加敏感。基于所得结论,建议进一步完善试点地区碳交易体系制度设计和建立全国碳排放权交易系统,提升中国对外直接投资的质量。
The investment scale of industrial enterprises is one of the indicators to measure regional economic growth.Whether the carbon emissions trading system(ETS)pilot will be accompanied by the risk of“carbon leakage”due to the transfer of foreign investment caused by emission reduction constraints is an important dimension to evaluate its emission reduction effect and does not affect the economic growth of the pilot area.In this context,based on the relevant data of 31 provinces(cities)and Shenzhen City from 2004 to 2015,this paper uses difference-in-differences(DID)model and difference-in-difference-in-differences(DDD)model to test.The results confirm that ETS policy leads to foreign direct investment in pilot provinces,especially in carbon emission intensive industries.In addition,provinces with low degree of marketization are more sensitive to the investment transfer effect of pilot policies.Based on the conclusions,this paper suggests to further improve the system design of carbon trading system in pilot areas and establish a national carbon emission trading system and improve the quality of China’s foreign direct investment.
