摘要
石化罐区作为重大危险源,极易产生火灾和爆炸等危险。为了降低石化罐区火灾爆炸等安全风险,需要采用整套自动化控制系统全面保障石化罐区的安全运行。而由于历史原因,许多在役的石化罐区没有经过正规设计院设计,仪表和控制系统等多方面不符合现行法律法规和标准规范,具有很大的安全隐患。本文重点阐述了设计人员对石化罐区自动化仪表进行安全设计诊断需要重点关注的内容,结合现行标准、规范和相关的法律法规,从基本控制系统、安全仪表系统、气体报警系统、控制室等方面进行现场和设计文件等的设计诊断和复核,并结合实际项目进行仪表安全设计诊断并提出相应的整改依据和意见。
As a major hazard source,petrochemical tank farm is prone to fire and explosion.In order to reduce the safety risks of fire and explosion in petrochemical tank farm,it is necessary to adopt a complete set of automatic control system to comprehensively ensure the safe operation of petrochemical tank farm.Due to historical reasons,many petrochemical tank farms in service have not been designed by formal design institutes,and the instrumentation and control systems do not comply with the current laws,regulations,standards and specifications,which has great potential safety hazards.This paper focuses on the contents that designers need to pay attention to for safety design diagnosis of petrochemical tank farm automation instruments.Combined with the current standards,specifications and relevant laws and regulations,the design diagnosis and review of site and design documents are carried out from the aspects of basic control system,safety instrument system,gas alarm system,control room,etc.The instrument safety design diagnosis shall be carried out in combination with the actual project,and the corresponding rectification basis and opinions shall be put forward.
