海洋空间资源承载能力视角下海岸带规划研究--以舟山市为例

Coastal Zone Protection and Utilization Planning from the Perspective of Marine Space Resource Carrying Capacity--Take Zhoushan City as an Example

海洋空间是沿海地区资源开发和经济社会发展的重要战略空间,近年来,随着海洋开发强度不断增强,海洋空间资源的承载能力日趋饱和,当前,海岸带保护与利用规划框架已建立,但市级海岸带体系尚未形成。文章以《资源环境承载能力监测预警技术方法(试行)》为基础,对舟山市海岸线、海洋空间开发现状梳理,计算其资源承载能力,并以此为视角,对市级海岸带规划提出海洋空间多维管控、海洋布局陆海统筹、海洋产业科学引导和海岸线分类管制、海岸线布局优化、海岸线整治修复稳步推进等建议。

Marine space is an important strategic space for resource development and socioeconomic development in coastal areas.In recent years,with the increasing intensity of marine development,the carrying capacity of marine space resources has become increasingly saturated.At present,the planning framework of coastal zone protection and utilization has been established,but the municipal coastal zone system has not yet been formed.Based on the article“Technical Methods for Monitoring and Early Warning of Resource and Environment Carrying Capacity(Trial)”,this paper sorts out the status quo of coastline and marine space development in Zhoushan city,calculates its resource carrying capacity.Then takes this as the perspective,the paper provides some practical advice on municipal coastal zone planning,such as multi-dimensional control of ocean space,land-sea overall planning of ocean layout,scientific guidance of marine industry,classified control of coastline,optimization of coastline layout,and steady promotion of coastline renovation and repair.
