城乡融合中农村养老问题研究

Research on the Problem of Rural Pension in the Integration of Ur⁃ban and Rural Areas

随着城乡融合的发展,农村人口流动速度的加快,老龄化人口的增多,农村养老问题面临传统和现实的碰撞:机构养老能力较弱、居家养老效能式微、养老制度不健全、养老保障水平较低,农村养老问题已成为全社会迫切需要解决的难题。探索加快农村经济发展、完善农村社会保障、因地制宜构建养老多元化、加大乡村养老公寓建设、支持社会资本参与养老服务供给、打造专业化的养老服务队伍、关心农村老人的生活,成为城乡融合中解决农村养老问题的关键。

With the development of urban-rural integration,the flow rate of rural population has accelerat⁃ed and the aging population has increased.The problem of providing for the aged in rural areas faces the collision between tradition and reality:the elderly care ability of rural institutions is weak,the effectiveness of home based elderly care is declining,the elderly care system is imperfect and the level of elderly care security is low.The difficulty of rural elderly care has become an urgent problem to be solved by the whole society.Exploring ways to accelerate rural economic development,improve rural social security,build diversified pension services in accordance with local conditions,increase the construction of rural pension apartments,support social capital to participate in the supply of pension services,create professional pension service teams,and care for the lives of the elderly in rural areas have become the key to solving rural elderly care problems in the integration of urban and rural areas.
