区域水土保持目标责任考核研究综述

Research review on the target responsibility evaluation of regional soil and water conservation

作为推进生态治理能力和治理体系现代化的重要方面,各级政府开展了区域水土保持目标责任考核,并已衔接纳入国家生态文明目标考核和经济社会发展评价等体系。文章围绕区域水土保持目标责任相关国内研究现状,综述了生态文明建设相关考核、水土保持目标责任考核制度的确立、区域水土保持目标责任考核指标及方法,以期为水土保持工作服务于新时代生态文明建设、全面贯彻新发展理念提供相应的借鉴和参考。

As an important part of promoting government′s ecological management ability and system modernization,the target responsibility evaluation of regional soil and water conservation was carried out by governments at all levels,and linked with target evaluation of national ecological civilization and evaluation system of economic and social development.Centered on the current relevant domestic research on target responsibility of regional soil and water conservation,relevant evaluations of ecological civilization construction,the establishment of target responsibility evaluation system of soil and water conservation,and the target responsibility evaluation indicators and methods were studied in this research with the aim of providing a corresponding reference for how soil and water conservation work serves the ecological civilization construction in the new era and implements the new development concept thoroughly.
