1958年在第九次全国公安会议上根据党的八大二次会议提出了"比先进、学先进、赶先进"的口号,决定在全国公安系统内开展先进工作者运动。1959年公安部副部长王昭在全国公安、检察、司法先进工作者大会上对先进工作者运动在公安系统开展以来的效果进行了阶段性总结。如今,每年的全国劳动模范和先进工作者表彰活动中也都有人民警察的身影出现,先进工作者运动思想已成为推动公安工作的重要力量。分析和总结先进工作者运动的历史渊源,形成必要的结论体现其现实价值,亦可成为服务新时代公安工作的有力抓手。
