Research on the soft Power of criminal Investigation Departments in the new Era

软实力理论一经提出,便引发了全球研究和应用的热潮。从党的十七届六中全会提出的"提升国家的文化软实力",到上海市委十一届十一次全会审议通过的《中共上海市委关于厚植城市精神彰显城市品格全面提升上海城市软实力的意见》,软实力已经成为衡量一个国家、一个城市、一个企业综合实力的重要维度。面对百年未有之大变局,上海正在奋力打造向世界展示中国理念、中国精神、中国道路的城市样板;面对刑事犯罪结构性变化,上海公安刑侦部门理应担当"开路先锋、示范引领、突破攻坚"的改革重任,而软实力理论的回顾和梳理、传承和发展、丰富和系统化是直接决定刑侦改革成败和成效的根基。本文首先从软实力概念的提出、软实力理论的丰富和软实力建设的价值取向三个方面,对软实力建设的意义所在进行综述;其次结合软实力理论的发展和规律,对刑侦软实力进行定义并简述当前刑侦软实力建设的理念、功能、特征和作用;最后结合上海刑侦工作实际,探索通过精神、品格、思维、意识和品牌五个方面对刑侦部门软实力建设的路径。

Once the soft power theory was put forward,it triggered aglobal upsurge in res earch and application From the"Enhancing the country's cultural soft power"proposed at the Sixth Plenary Session of the Seventeenth Central Committee of the Communist Party of China,to the"CPC Shanghai Municipal Committee on Planting the Spirit of the City,Demonstrating the City's Character,and Comprehensively Improving Shanghais Urban Soft Power",which was reviewed and approved by the Eleventh Plenary Session of the Shanghai Municipal Committee Opinions on Strength",soft power has become an important dimension to measure the comprehensive strength of a country,a city,and an enterprise.In the face of great changes unseen in a century,Shanghai is striving to build acity model that shows the world Chinese ideas,Chinese spirit,and Chinese roads;in the face of structural changes in criminal crimes,the criminal investigation department of Shanghai Public Security should act as a"pioneer,demonstration,and breakthrough."The reform and reform of the"tough",and the review and sorting,inheritance and development,enrichment and systematization of soft power theory are the foundations that directly determine the success or failure and effectiveness of criminal investigation reform.This paper firstly summarizes the significance of soft power construction from three aspects:the concept of soft power,the enrichment of soft power theory and the value orientation of soft power construction;Define and briefly describe the new topics of the current criminal investigation departments soft power construction in four aspects:concept,function,characteristics and function;finally,combined with the actual situation of Shanghai criminal investigation work,explore the five paths of spirit,character,thinking,consciousness and brand to the criminal investigation department to build softpower.
