摘要 为改变传统的雨洪管理模式,改善城市水文循环,促进海绵体系统的形成,进一步促进海绵城市构建,指出了城市内涝治理存在的问题,包括系统改造难度大、花费高、部门管理不协调、存在技术衔接问题及地下设施规划基础资料不足。分析了传统排水系统建设存在的问题:各部门间管理体系滞后,合作不畅,技术方面受限,绿色基础设施建设不完善。提出了海绵城市雨洪管理的优化策略:加强系统的弹性控制,明确海绵城市建设空间控制要求,优化城市聚集区的规划设计,优化城市排水系统,为海绵城市建设提供一定的借鉴。 In order to change the traditional rainfall flood management mode,improve urban hydrologic cycle,promote the form of spongy membrane,and further promote the construction of spongy city,the study points out the problems of urban inland inundation governance,including great difficulty in system improvement,high cost,inharmonious divisional management,problem of technology connection and lack of initial value of underground facility planning.The study analyzes the problems of the construction of traditional drainage system:backward management system of all departments,unsmooth cooperation,limitby technology,and imperfect green infrastructure construction.The optimization strategies for rainfall flood management in sponge cities are proposed,i.e.to strengthen the flexible control of the system,clarify control the requirement of the construction space control of sponge cities,optimize the planning and design of urban accumulation areas,optimize urban drainage system,to provide reference for sponge city construction.
