我国加入CPTPP面临的主要机遇和重大挑战

Major opportunities and major challenges facing China’s accession to CPTPP

当前,我国已经正式启动申请加入CPTPP的程序。盘点清楚我国加入CPTPP所面临的主要机遇和重大挑战,以趋利避害,具有重大价值。综合考虑,当前我国加入CPTPP面临的机遇主要有五个。一是当前是加入门槛最低的时期;二是我国正处于对外开放承受力和创新力持续增强阶段;三是RCEP签署和生效营造了有利的国际经济合作氛围;四是英国加入程序启动造成了领跑效应;五是我国经济一枝独秀具有全球市场吸引力。当前,我国加入CPTPP面临的挑战主要有三个方面。一是规则与标准差异上的压力;二是日本的排斥心理;三是美国在竭尽全力打压挑战者。为尽快完成CPTPP的加入工作,我国要在以下三个方面加强工作。一是以CPTPP条款为参照系,深入推进制度型对外开放;二是以加快内外循环联动建设为抓手,进一步提升我国吸引力;三是以联合国为平台,处理好与主要相关方关系。

At present,China has officially started the process of applying to join the CPTPP.It is of great value to take stock of the main opportunities and major challenges that China faces in joining the CPTPP,and to seek advantages and avoid disadvantages.Considering it comprehensively,there are currently five main opportunities for China to join the CPTPP.First,the current is the period with the lowest entry threshold;second,China is in a stage of continuous enhancement of its opening-up tolerance and innovation capability;third,the signing and entry into force of RCEP have created a favorable atmosphere for international economic cooperation;fourth,the initiation of the British accession procedure has resulted in a leading effect;fifth,China’s economy is thriving and attractive to the global market.At present,China’s accession to the CPTPP faces three main challenges.One is the pressure on the difference between rules and standards;the second is Japan’s psychological repellence;third,the United States is doing its best to suppress the challenger.In order to complete the work of joining the CPTPP as soon as possible,China should strengthen the work in the following three aspects.First,take the CPTPP clauses as a frame of reference to further promote institutional opening to the outside world;the second is to accelerate the construction of internal and external circulation linkages as a starting point to further enhance China’s attractiveness;the third is to use the United Nations as a platform to properly handle relations with major stakeholders.
