论社会福利理念的衍生与制度化

Study on the Development and Institutionalization of the Idea of Social Welfare

近代中国的“社会福利”概念因应了社会由传统向现代转型的需求,在国家责任意识增强和社会福利理念转变中形成,并进入国家政策话语,成为现代国家建设的重要组成部分。民国社会福利制度研究是我国社会福利研究不可略过的部分。通过考察近代社会福利概念的生成演化过程可以发现,随着学术研究、政府组织机构设置和立法等方面的推进,社会福利建设在概念表达、思想表达、制度表达等层面渐次推进,最终促成制度化建设,为后来的现代社会福利发展奠定了一定的基础。

In the Republic of China,the concept of“social welfare”responded to the need for social transformation and entered into the national policy discourse in the strengthening of the consciousness of state responsibility and the transformation of the concept of social welfare.It became an important part of modern national construction.The study of social welfare system in the Republic of China is an important part of social welfare research in China.By investigating the generation and evolution of the idea of social welfare in modern China,it was found that with the advancement of academic research,the establishment of government organizations and legislation,the construction of social welfare had been gradually promoted at the level of concept expression,thought expression and system expression,and finally contributed to the institutionalization construction,which laid a certain foundation for the later development of modern social welfare.
