浙江省“十四五”期间高速公路建设思路和重点研究

Thinking of the Expressway Construction and Priorities of Zhejiang Province during the 14th Five-Year Plan Period

高速公路是经济社会发展的战略性、公益性、先导性基础设施,是一个国家现代化和交通运输现代化的重要标志。本文总结浙江省“十三五”期间高速公路在路网规模、运营效益、投资带动等方面的发展成效,梳理现状存在的问题,分析面临的形势和发展需求,明确浙江省“十四五”期间高速公路建设发展思路、目标和重点。测算了未来五年用地和资金需求并提出切实可行的保障措施。

Expressway is a strategic, commonweal and leading infrastructure for economic and social development. It is also an important symbol of a country’s modernization and transportation modernization.The achievements of expressways in Zhejiang Province during the 13th Five-Year Plan period in terms of roadnetwork scale, operation efficiency and investment drive are summarized, the existing problems are combed,the development situation and needs are analyzed. On these bases, the overall ideas, objectives and priorities of expressways construction and development in Zhejiang Province during the 14th Five-Year Plan period are proposed. The land and capital demand in the next five years are estimated, and practical guarantee measures are put forward.
