Modernizing Public Safety Governance with the Construction of a Safe and Resilient City

随着城镇化进程的加快,城市发展面临着越来越多的不确定性因素和未知风险,当面对各种突如其来的“天灾”和“人祸”时,城市的脆弱性便难以掩饰。很多学者从专业领域和单灾种的角度研究城市安全问题,缺乏系统性、体系化、规范化、科学化的应对策略,无法从城市全生命周期进行研究。基于公共安全体系框架构建的安全韧性城市,使城市能有效地抵御内外部风险对城市运行的冲击和压力,在遭受重大灾害后仍然维持其基本结构和功能,并能在灾后迅速恢复和调整,实现可持续发展。在此基础上打造的智慧安全韧性城市,具有科学辨识、全面感知和智能应对能力。为更好地统筹城市发展与安全之间的关系,应从科技、管理、文化三方面强化韧性城市建设,打通制约城市公共安全治理体系和治理能力现代化发展的关键节点,保障人民群众的生命财产安全。

With the accelerated urbanization process,urban development faces more and more uncertainties and unknown risks,and it is difficult to conceal the vulnerability of cities when confronted with various sudden"natural"and"man-made"disasters.Many scholars have studied urban safety from the perspective of specialized fields and single disaster,lacking systematic,systematized,standardized and scientific response strategies,and unable to study the whole life cycle of cities.A safe and resilient city built on the framework of public safety system enables cities to effectively withstand the impact and pressure of internal and external risks on urban operations,maintain their basic structure and functions after major disasters,and recover and adjust rapidly after the disaster to achieve sustainable development.A smart,safe and resilient city built on this foundation has the ability to scientifically recognize,comprehensively sense and intelligently respond to disasters.In order to better co-ordinate the relationship between urban development and security,the construction of a resilient city should be strengthened in terms of technology,management and culture,so as to open up the key nodes that restrict the development of the modernization of the urban public safety governance system and governance capacity,and safeguard the lives and property of the people.
