摘要
随着市场经济的发展,对计划经济体制下形成的事业单位进行工资分类管理是大势所趋。公立医院、高等院校、科研院所三类事业单位在性质和定位、人员情况、财务收支特点、绩效考核要求、行业内部工资等方面都不一样,需要建立不同的工资制度。公立医院要建立科学的工资总额与经济效益和公共服务量挂钩制度,高等院校要建立法人治理结构基础上的自主分配制度,科研单位要建立符合科研规律、重长期激励的工资分配制度。要突破制约工资制度改革的障碍,根据不同行业的情况进一步分类管理,从各自的实际情况出发解决不同改革难题。
With the development of market economy,it is a general trend to classify and manage the wages of institutions formed under the planned economic system..The three types of institutions:public hospitals,institutions of higher education and research institutes are different in terms of nature and orientation,staffing situation,financial income and expenditure characteristics,performance assessment requirements,and wages within the industry,which require the establishment of different wage systems.Public hospitals need to establish a scientific system linking total wages to economic efficiency and public service volume;institutions of higher education need to establish an autonomous distribution system based on the corporate governance structure;and research institutions need to establish a wage distribution system that conforms to the laws of scientific research and emphasizes long-term incentives.We should break through the barriers that restrict the reform of the wage system,further classify the management according to the situation of different industries and solve different reform challenges from the actual situation of each.
