基于统计理论的电力系统评标专家异常评分研究

摘要 在电力系统评价中,专家异常评分会对评标结果的客观性、公正性产生很大的影响,必须对异常评分进行剔除。基于统计理论,建立了评标专家异常评分的评分控制和偏差控制假设检验模型,并用于具体的电力系统工程评标中。结果表明,当参与招标的单位综合实力差别较大时,提出的模型和“截头去尾”法、Grubbs检验法、Dixon检验法的分析结果一致;当参与招标的单位综合实力差别很小时,该方法更具优势。这对其他领域专家异常评分的判定也具有一定的参考价值。 The abnormal score of power system evaluation experts has a great impact on the objectivity and impartiality of bid evaluation results,and the abnormal score must be eliminated.Based on the statistical theory,this paper establishes the scoring control and deviation control hypothesis test model for the abnormal scoring of bid evaluation experts,and applies it to the bid evaluation of specific power system projects.The results show that when the comprehensive strength of the units participating in the bidding is greatly different,the analysis results are consistent with the truncated and tailed method,Grubbs test method and Dixon test method,while the comprehensive strength of the units participating in the bidding is very small,this method has more advantages.It has a certain reference value for the judgment of abnormal scores of experts in other fields.
