公共科学研究服务一直是科研单位治理现代化的有效载体,而粮食科研服务又是科研服务的核心内容,如何通过政府购买粮食科研服务已然成为科研管理深化改革的现实课题之一。文章厘清了粮食科研服务的治理限度,剖析了地方政府购买粮食科研服务的现实动因,构建了地方政府购买粮食科研服务的基本原则,提出从建立健全相关法律体系、完善政府购买的信息公开机制、构建多层级渠道的评估与监督机制等方面助推政府购买粮食科研服务的高质量发展。

Public scientific research service has always been an effective carrier for the governance modernization of scientific research institutions, and grain scientific research service is the core content of scientific research service.How to purchase grain scientific research services through the government has become one of the practical topics for deepening the reform of scientific research management. This paper clarifies the governance limits of grain scientific research services, further analyzes the realistic motivation of local governments to purchase grain scientific research services, and constructs the basic principles of local governments to purchase grain scientific research services. Therefore, we should establish and improve the relevant legal system, improve the information disclosure mechanism of government purchase, and build a multi-level channel evaluation and supervision mechanism in order to promote the high-quality development of government purchase of grain scientific research services.
