On the Leading Role of Political Building in Strengthening Primary-level Party Organizations in Cities

坚持用党的政治建设统领城市基层党建,是贯彻党的十九大精神、推进党的建设新的伟大工程的战略要求。落实这一战略要求,要充分认识到城市基层党建面临的新机遇新挑战,强化思想教育,促进城市基层党组织的高度重视;加强理论研究,为城市基层党建提供针对性思路启迪;鼓励基层创新,及时总结各地的探索实践和成功经验;突出政治功能,强化城市基层党建创新的政治导向;重视制度规范,加快以党的政治建设为统领的规范化标准化建设;创新落实机制,构建管用高效科学的评价反馈体系。

To lead primary-level Party building in cities with political work is the strategic requirement for implementing the essence of the 19th National Congress of the Communist Party of China and for advancing the new great project of Party building.To fulfill this strategic requirement,it is necessary to fully recognize the new opportunities and challenges faced by urban primary-level Party building,probe into the problems underlying it,such as indifference to its importance,lagging theoretical research,its“divorce”from practical work,poor leadership,inefficient standardization,and inadequate evaluation system,etc.It is necessary to strengthen ideological education to raise the Party organizations’awareness of its importance,strengthen theoretical research to provide insights for it,encourage innovation in primary-level Party building,and summarize timely the explorations and successful experiences from others,stress political function to highlight the political orientation in innovation of Party building,attach importance to regulations and norms to speed up the standardization in Party building led by political work,and innovate the implementation mechanism to build an effective,efficient and sound evaluation and feedback system.
