The Orientation and Characterization of China’s Teaching-research System

摘要 教研体系是中国基础教育发展的特色。但是,与其作用与贡献不相称的是它的定位与定性的模糊与犹豫。本文从发生、发展、转型三个方面,对中国教研体系的定位与定性展开讨论。“本土实践”与“以俄为师”是中国教研发生的充要条件,而“以俄为师”更具有身份赋予意义。行政的“助手”地位与业务的“指导”功能,是中国教研体系的定位与定性。但在发展过程中,由于对党政体制的结构背景认识不清,而更多从单一行政的角度理解,致使教研的定位与定性常常产生偏失。中国教研“天然”具有治理优势。“校本教研”纳入五级教研体系,对教研工作转型具有某种定义功能。新时代教研体系,需要在教育治理体系与治理能力现代化的框架内重识与重订“把政治与行政结合起来的治理理性”的定位与定性,从而推进教研工作的整体转型。 The teaching-research system is the characteristic of the development of elementary education in China.However,what is not commensurate with its role and contribution is the vagueness and hesitation of its positioning and characterization.This paper discusses the positioning and characterization of China’s teaching-research system from three aspects:occurrence,development,and transformation."Local practice"and"Taking Russia as a teacher"are sufficient and necessary conditions for the occurrence of Chinese teaching-research,and"taking Russia as a teacher"has more identity endowing significance.The"assistant"status of administration and the"guidance"function of business are the positioning and characterization of China’s teaching-research system.However,in the process of development,due to the unclear understanding of the structural background of the party and government system,and more understanding from the perspective of a single administration,the orientation and characterization of teaching-research often deviate.China’s teaching-research"naturally"has governance advantages."School-based teachingresearch"is included in the five-level teaching-research system,which has a certain definition function for the transformation of teaching-research work.The teaching-research system in the new era needs to re-understand and redefine the positioning and characterization of"governance rationality that combines politics and administration"within the framework of the modernization of the educational governance system and governance capacity,so as to promote the overall transformation of teaching and research work.
