The problems of neighborhood security governance are highly coupled with the basic functions of the regional security framework,which indicates that building a new regional security framework is a strategic necessity for neighboring countries to improve their security benefits.As a complete ideological system,the Global Security Initiative provides practical solutions and conceptual guidance for building a new regional security framework,which not only helps establish the overall direction of a new neighborhood security framework,but also inspires the selection of practical paths for building the new framework.As a major power in the region,China needs to continue to play the role of a practitioner of new security concepts,a promoter of security cooperation,a provider of security public goods,and a mediator of security hotspots in the process of building a new regional security framework.
