加快构建我国现代能源体系,统筹实现“双碳”目标

Accelerate the Development of China’s Modern Energy System and Coordinate Efforts to Achieve the "Dual Carbon" Goal

建立多元化、清洁化和低碳化的能源供应体系是实现“双碳”目标的关键所在。该文从加快电力价格体系改革、建设全国统一电力市场,聚焦海洋、大力发展我国“蓝碳”碳汇体系,构建与碳达峰、碳中和相适应的投融资体系三方面,结合上海发展情况,分析了我国构建现代能源体系的现状和存在问题,并提出相应建议。

The establishment of diversified, clean and low-carbon energy supply system is the key to achieve the goal of "dual carbon". This paper discusses three aspects: accelerating the reform of electricity price system and building a unified national electricity market, focusing on the ocean, vigorously developing China’s "blue carbon" carbon sink system, and constructing an investment and financing system suitable for carbon peak and carbon neutralization. Based on the development of Shanghai, this paper further analyzes the present situation and existing problems of constructing modern energy system in China, and puts forward some corresponding suggestions.
