Build a Modern Energy System,and Coordinate Efforts to Achieve Carbon Peak and Carbon Neutrality——An Investigation Report on the"Dual Carbon Construction"of Energy in Guizhou

中共十八大以来,贵州能源系统按照中共中央、国务院和中共贵州省委、省政府决策部署,牢牢把握新时代对能源发展的新要求,紧紧围绕建设全国重要能源基地目标,能源进入深化改革步伐加快、综合实力提升最快的黄金发展期,全国重要能源基地的地位得到巩固提升。国发[2022]2号文件为贵州“构建现代能源体系,统筹推进碳达峰碳中和”明确了目标,提供了助力,但从贵州基础条件、发展需求、推动工作来看,构建现代能源体系、统筹推进碳达峰碳中和仍面临许多挑战,因此,必须聚焦碳排放的关键领域和核心环节,政府和市场协同发力,企业和社会主动参与,全省域全方位扎实有序推进碳达峰碳中和工作,助推经济社会全面绿色低碳转型。

Since the 18 th CPC National Congress,the energy system of Guizhou has been implemented in accordance with the decisions and arrangements of the CPC Central Committee,the State Council and the CPC Guizhou Provincial Party Committee and the provincial government.With a firm grasp of the new requirements for energy development in the new era and a close focus on the goal of building a major national energy base,the energy sector has entered a golden period of development in which the pace of deepening reform is accelerating and the overall strength is improving the fastest,and the status of the major national energy base has been consolidated and enhanced.National document(2022)sets clear goals and provides a boost for Guizhou to build a modern energy system and promote carbon peak and carbon neutrality in an overall way.However,from the perspective of basic conditions,development needs and promotion work in Guizhou,there are still many challenges to build a modern energy system and promote carbon peak and carbon neutrality.Therefore,it is necessary to focus on the key areas and core links of carbon emissions.The government and the market should coordinate their efforts,and enterprises and society should take the initiative to participate,so as to promote carbon peak and carbon neutrality in a solid and orderly manner across the province,and boost the overall green and low-carbon transformation of the economy and society.
