Development Path Analysis of Hydrogen Energy Industry Driven by"Dual Carbon"Strategy in Shaanxi Province

“双碳”战略为新时代高质量发展提供了绿色指向标,能源结构优化至关重要。文章阐释“双碳”战略驱动下氢能产业发展背景,从降碳约束、能源产业结构优化、西部能源战略安全三个维度分析陕西省发展氢能产业的必要性。进一步剖析陕西省氢能产业发展的优势条件,从上游制氢、中游储运以及下游用氢三个层次刻画氢能产业链布局结构。由此提出加速陕西省氢能产业发展的路径设计:发掘氢能物流运输市场、建立覆盖全省的氢能供给网络、加快氢能重卡普及、以“秦创原”为平台吸引氢燃料电池企业落户、构建氢能运力数字平台、设计产业引导基金并强化财税扶持。陕西氢能产业快速发展将为地方能源结构优化和国家“双碳”推进提供有力支撑。

The"Dual Carbon"strategy provides green indicator for high-quality development in China New Era,and energy structure optimization is the key.This paper explains the development background of hydrogen energy industry driven by"Dual Carbon"strategy,and analyzes the necessity of developing hydrogen energy industry in Shaanxi province from three dimensions:carbon reduction constraints,energy industry structure optimization,and western energy strategic security.Furthermore,it analyzes the advantages of hydrogen energy industry development in Shaanxi province,and describes the layout structure of Shaanxi hydrogen energy industry chain from three levels:upstream hydrogen production,midstream storage&transportation,and downstream hydrogen usage.Therefore,the accelerating path of hydrogen energy industry development in Shaanxi province is proposed:exploring the hydrogen energy logistics and transportation market,establishing hydrogen energy supply network covering the whole province,accelerating hydrogen energy heavy trucks manufacture,bringing in hydrogen fuel enterprises with the platform of"Qin Chuang Yuan",building hydrogen energy transportation digital platform,designing industry funds and strengthening fiscal and tax support.Shaanxi’s hydrogen energy industry development will provide strong support to optimizing local energy structure,as well as promoting"Dual Carbon"in China.
