从“优师计划”看我国师范生公费教育的改革走向

An Examination of the Reform Trend of State-funded Education of Normal Students in China from the Perspective of“Targeted Teacher Training Plan”

“优师计划”不单单是我国公费师范教育的简单量增与扩延,更意味着师范教育新质的生长与植入。就历史意义看,“优师计划”出台是公费师范生教育的一次全面“扩容”,是国家教师教育能力的一次重要提升,是面向中国特色师范教育制度的一次纵深改革行动。“优师计划”具有精准性、封闭性、情景性、补偿性、战略性等历史性特征,其肩负的时代使命是:从源头上促进基础教育实现“优质均衡”,从机制上保障“教育反贫”政策落地,从根本上捍卫国家总体安全,从行动上为中西部教师队伍立德铸魂。面向未来,新时代我国师范生公费教育的改进方向是:致力造就“区域性优秀教师”,形成与非公费教育的耦合之势,进一步提升师范教育政策的精准度,着力构筑“师范生发展本位”的终身全面发展支持体系。

“Targeted Teacher Training Plan(TTTP)”is not only a simple improvement and extension of Chinese state-funded normal student education,but also means the growth and transplantation of new quality of normal education.Historically,the iniation of the“TTTP”is a comprehensive expansion of state-funded normal student education,an important improvement of the national teacher educational ability as well as an in-depth reform for the normal education system with Chinese characteristics.The“TTTP”takes on the historical characteristics of precision,closeness,and the compensatory,situational and strategic natures.Its historical mission is to realize“high-quality balance”by promoting basic education from the source,to ensure the implementation of the“education against poverty”policy from the mechanism;to fundamentally safeguard the overall national security,and to strengthen the teacher body in the central and western regions.In the future,the improvement direction of Chinese state-funded normal student education in the new era is to devote to cultivating“regional excellent teachers”,form the combination with individual paid education,further improve the precision of normal education policies,and to strive to build a lifelong and comprehensive development support system taking normal students as the center.
