国土空间规划体系下市级全域功能区体系研究——以武汉市为例

A Study on the Global Functional Zoning System in the Context of Territorial Space Planning:Wuhan Example

推进主体功能区建设是党中央、国务院作出的重大战略部署。在国土空间规划体系下,落实主体功能区战略和制度,在市级层面探索建立功能区传导体系,对推进特大城市空间治理现代化、促进高质量发展具有重要意义。文章结合武汉市建立全域功能区体系的实践,剖析市级全域功能区体系在国土空间规划体系中的定位和作用,并从系统化分级分类、精细化空间布局、差别化用途管制等角度提出特大城市全域功能区体系建构思路,以期落实和传导市级国土空间总体规划,提升城市空间治理水平。

Promoting main functional zoning is a major strategy of the central government,and establishing urban functional zoning system is of significance to modern governance and high quality development of large cities.With the practice of global functional zoning in Wuhan,the paper analyzes the orientation and role of urban global functional zoning system in the context of territorial space planning,proposes construction ideas from systematic categorization,refined spatial layout,differentiated functional governance for metropolises,so as to consolidate urban territorial space planning and improve urban space governance.
