太子河流域水环境风险源等级划分方法研究

摘要 太子河流域金属冶炼和压延加工业、化学原料和化学制品制造业、矿采选业等高风险行业企业众多,突发性水污染风险较高,建立高风险企业的风险评价体系,对其进行等级划分,可有效防范太子河流域高风险企业对环境造成突发性污染。本文依据国家突发环境事件相关风险评估方法,从风险产生的源头、污染传播扩散的过程、污染对风险受体的影响、污染治理和风险防控能力四个方面确定15个风险评价指标,构建太子河流域的企业风险源评价指标体系。采用环境风险指数法将风险源划分为重大环境风险(Ⅰ级)、高环境风险(Ⅱ级)、中环境风险(Ⅲ级)、一般环境风险(Ⅳ级),并对15家典型风险企业进行等级划分,根据企业实际情况分析,评价结果较为合理。 In Taizi River Basin are a lot of enterprises which belong to high-risk industry,such as metal smelting and rolling processing industry,chemical raw materials and chemical products manufacturing,mining,etc.Taizi River has higher risk of sudden water pollution.The establishment of risk assessment system for high risk enterprises and their classification can ef-fectively prevent the sudden environmental pollution caused by high risk enterprises in Taizi River Basin.In this paper,on the basis of national emergency environmental accidents related risk assessment method,from“the source of risk”,“pollution spread process”,“pollution im-pact on risk receptor”,“pollution control and risk prevention and control ability”four as-pects determine 15 risk evaluation index,construct the evaluation index system of enter-prise risk source of Taizi River Basin.Environmental risk index method was used to classify risk sources into major environmental risk(Ⅰ),high environmental risk(Ⅱ),medium environmental risk(Ⅲ)and general environmental risk(Ⅳ),and 15 typical risk enterprises were graded.According to the actual situation of enterprises,the evaluation results were reasonable.
