完善治理体系走一条符合国情的碳中和之路

Improve the Governance System and Take a Carbon-neutral Road in Line with National Conditions

当前实践中出现的能源和碳减排预测难以指导实际、“运动式减碳”、“一刀切”、行动方案“上下一般粗”等问题需要引起重视并加以避免。通过明确不同主体的责任、因地制宜和分类施策、鼓励公众参与和积极行动、加强气候治理的国际合作等途径完善治理结构,形成推进碳中和目标的长效机制。应当先立后破,破立并举,切实处理好减污降碳与能源安全、产业链供应链安全、居民正常生活等方面的关系,以系统性思路推进产业结构和能源结构优化、绿色低碳技术研发应用、激励和约束制度安排。

The dual-carbon goal is an important direction to achieve high-quality economic development in China.The current practice of energy and carbon emission reduction forecasts is difficult to guide the actual,“movement-style carbon reduction”,“one size fits all”,and the action plan is“generally rough from top to bottom”.We need to pay attention and avoid these problems.In the process of advancing the dual carbon goals,we must properly handle the relationship between carbon reduction and energy security,as well as the relationship between long-term goals and short-term arrangements.By clarifying the responsibilities of different subjects,adopting measures according to local conditions and classifying policies,encouraging public participation and positive actions,and strengthening international cooperation in climate governance,etc.,the governance structure has been improved,and a long-term mechanism for promoting the goal of carbon neutrality has been formed.It should be established first and then broken,and should be broken at the same time,and the relationship between pollution reduction and carbon reduction and energy security,industrial chain and supply chain security,and normal life of residents should be effectively handled.The optimization of industrial structure and energy structure,carbon technology R&D application and institutional arrangements for incentives and constraints should be promoted in a systematic way.
