国家治理现代化视域下中国共产党领导方式与领导能力现代化探究

Research on the Leadership Mode and Leadership Ability Modernization of the Communist Party of China from the Perspective of National Governance Modernization

党的十八届三中全会提出了“国家治理体系与治理能力现代化”命题,将中国共产党的领导与国家治理现代化相结合,中国共产党的领导方式与领导能力被赋予了新的时代内涵。中国共产党领导方式与领导能力现代化既是推进国家治理现代化的内在要求,又是推进国家治理现代化的政治保证。在国家治理现代化的视域下,中国共产党必须以坚持走党的群众路线为根本原则,树立现代化的治理理念,不断提升治理能力,持续完善自身建设。为了完善与发展中国特色社会主义制度,实现国家治理现代化视域下中国共产党领导方式与领导能力现代化,中国共产党要坚持党的领导的核心地位,坚持人民至上的执政理念,加强党的执政能力建设,密切与各民主党派的联系。

The Third Plenary Session of the 18th Central Committee of the Communist Party of China put forward the proposition of “modernization of national governance system and governance capacity”, which combines the leadership of the Communist Party of China with the modernization of national governance. The leadership style and leadership ability of the Communist Party of China are endowed with new connotation of the times. The modernization of the leadership style and leadership ability of the Communist Party of China is not only the inherent requirement of promoting the modernization of national governance, but also the political guarantee of promoting the modernization of national governance. From the perspective of national governance modernization,the Communist Party of China must adhere to the party’s mass line as the fundamental principle,establish a modern governance concept, constantly improve its governance ability and continuously improve its own construction. In order to improve and develop the socialist system with Chinese characteristics and realize the modernization of the leadership style and leadership ability of the Communist Party of China from the perspective of national governance modernization, the Communist Party of China should adhere to the core position of the party’s leadership, adhere to the ruling concept of people first, strengthen the construction of the party’s ruling ability, perfect the dominant governance mechanism at all levels of government under the leadership of the party committee and keep close contact with all democratic parties.
