城市建管模式代建制的探索与实践--以厦门市为例

Exploration and Practice on Agent-Construction System of Urban Construction Management Mode--Taking Xiamen City As an Example

通过国内代建制主要模式的介绍,剖析厦门“责任单位+业主+代建”模式的发展、实践与优势,发现存在法律未明、权责不清,取费偏低、缺乏动力,人才匮乏、后劲不足等问题,提出完善法律与模式创新、强化激励机制和重视人才培养等三方面改革建议,以期对“厦门代建模式”的发展有所促进。

By introducing the main modes of agent construction system in China,this paper analyzes the development,practices and advantages of Xiamen s‘responsible unit+owner+agent construction’mode,discovers many problems including unclear law,unclear rights and responsibilities,low fee,lack of motivation,lack of talents and lack of stamina.Therefore,in this paper some suggestions are put forward in terms of the improvement of relevant law and mode innovation,the enhancement of incentive mechanism as well as a greater emphasis on talent training.This paper aims to promote the development of‘Xiamen agent-construction model’.
