核设施运营单位的核应急能力研究

Research on Nuclear Emergency Capability of Nuclear Facility Operators Departments

核应急工作是核安全的最后一道屏障,核设施运营单位的高效核应急响应能力是核安全的重要保障。文章针对事前准备与监测能力、事中应对与处置能力和事后善后处置能力三个方面论述核设施运营单位的核应急能力[1];分析了目前核设施运营单位的核应急能力存在的主要问题;针对相关问题提出对应的核应急能力提升建议;对核设施运营单位提升核应急能力有重要的参考价值。

Nuclear emergency work is the last barrier of nuclear safety,and the efficient nuclear emergency response capability of nuclear facility operating units is an important guarantee of nuclear safety.This paper discusses the nuclear emergency capability of the nuclear facility operation unit from three aspects:Preparation and monitoring capability before nuclear accident.Response and disposal capability in nuclear accidents,and post disposal capability with the aftermath of a nuclear accident.The main problems existing in the nuclear emergency response capability of nuclear facilities operating units are analyzed.Put forward corresponding suggestions on improving nuclear emergency response capability for relevant problems.It has important reference value for nuclear facility operators to improve their nuclear emergency response capability.
