生态基金+PPP模式促进生态建设

摘要 在推进生态文明建设中,PPP模式不仅缺乏资金,而且因为设计和运营由不同单位完成而阻碍了生态建设发展。在此基础上提出了基金+PPP模式:让有生态建设能力的公司成立基金公司,基金公司在金融市场募集资金,接受证监会监管,地方财政监督具体生态项目。基金公司负责设计、建造和运营,基金公司以项目整体运营绩效获得收益。生态基金和PPP模式结合可促进生态文明建设。 In promoting the construction of ecological civilization,The PPP model not only lacks funds,but also hinders the development of ecological construction because the design and operation are completed by different units.Fund+PPP model is proposed.In this mode,companies with ecological construction capacity set up fund companies to raise funds in the financial market and accept the supervision of the China Securities Regulatory Commission.Local finance supervises specific ecological projects.This model has the following advantages:it solves the lack of financial sources,and it breaks the link between design and construction costs and it strengthens the connection between design and operation,and it promotes ecological technological innovation.With the strong support of the state,ecological construction with sufficient funds and technological innovation will surely achieve new development.
