管制化学品全生命周期管理模式的探索 被引量:2

摘要 高校实验室实验内容繁杂,潜在事故隐患点多,特别是其中“易制毒易制爆”管制化学品的安全管理任务尤为艰巨。目前管制化学品管理模式中存在人员流动性大,正确分类存放难度高;制度落实不到位,管理不规范;缺少库存核销环节的管控等问题。文章提出了基于“互联网+”技术的管制化学品全生命周期管理机制。利用移动互联网技术对管制化学品台账实现了库存量在线展示、出入库量实时更新等功能,并对管制化学品使用过程中的消耗量监测、库存量核查、废弃物报废管理等环节进行了实践探索,有效降低了安全风险,减少了安全隐患。 The experimental content involved in college laboratories is complicated and there are many potential safety hazards.In particular,the safety management task of"potential precursor chemicals and explosives"controlled chemicals is particularly arduous.The current management model of controlled chemicals has problems such as high personnel mobility,high difficulty in correct classification and storage;inadequate implementation of the system and non-standard management;lack of management and control of the inventory verification link.This paper proposes a full life cycle management mechanism for controlled chemicals based on"Internet+"technology.We use mobile Internet technology to realize the functions of online display of inventory and real-time update of the amount of in and out of the controlled chemicals in the ledger,and conduct consumption monitoring,inventory verification,waste management and other links in the use of controlled chemicals.Practical exploration has effectively reduced safety risks and potential safety hazards.
