实现全体人民共同富裕必须兼顾效率与公平,让有效市场和有为政府协同发挥作用。有效市场通过发挥配置资源的决定性作用,能够不断提高经济增长效率和质量,筑牢共同富裕的物质基石。有为政府通过发挥经济调节、公共服务等职能,能够有效纠偏“市场失灵”和防范贫富两极分化,保障公平正义。当前,有效市场与有为政府促进共同富裕还受市场有效性不足、政府职能转变不到位、地方政府非理性博弈等问题制约。新阶段为推动共同富裕取得更为明显的实质性进展,既需要着力构建有效市场夯实经济增长的内生动力,保障“物质”层面的富裕富足;也需要更好发挥有为政府提升经济发展结果分享性作用,实现“价值”层面的共享发展。

To realize the common prosperity of all people,we must give consideration to efficiency and fairness,and let the effective market and promising government play a synergistic role.By playing a decisive role in allocating resources,an effective market can continuously improve the efficiency and quality of economic growth and build a solid material foundation for common prosperity.By giving full play to the functions of economic regulation and public services,a promising government can effectively correct"market failure"and prevent the polarization between the rich and the poor,so as to ensure social fairness and justice.At present,the promotion of common prosperity by effective market and promising government is still restricted by problems such as insufficient market effectiveness,inadequate transformation of government functions,irrational game-playing on the part of local governments and so on.In the new stage,in order to make more significant and substantive progress in promoting common prosperity,we need to focus on building an effective market,consolidate the endogenous driving force of economic growth and ensure prosperity and abundance at the"material"level;We also need to let the government better play the sharing role in improving the results of economic development and realizing the shared development at the"value"level.
