新发展格局下我国建设高水平开放型经济体系面临的外部环境愈加复杂多变和严峻,中国经济实力上了新台阶同时风险显著上升,国际经贸合作变得复杂同时持续深化等挑战,积极寻求推进经纬式对外开放新格局的动能变得十分重要。推进经线式开放新格局的动能包括:以一体化市场驱动机制推进多元平衡的贸易和投资开放,以统一大市场规模经济优势推进互利共赢的商品和要素流动型开放,以人民币跨境结算的能动催化机制推进稳慎高效的金融开放,以构筑营商制度保障推进国际一流营商环境的制度型开放。推进纬线式开放新格局的动能包括:牢牢稳住我国外贸基本盘,拓展新兴市场贸易;加快发展跨境电商、市场采购贸易等新业态;大力提升贸易数字化创新发展服务贸易。扩大贸易和投资开放、推进商品和要素流动型开放、推进金融开放、引领制度型开放,分别是我国建设高水平开放型经济体系的核心支撑力、重要基石、重要催化剂和制度保障。

Under the new development pattern,the external environment faced by China to build a high-level open economic system has become increasingly complex and volatile.While China’s economy has achieved great development,it also faces risks.Therefore,it is very important to actively seek new development in opening up to the outside world.The driving forces for promoting the new pattern of opening up include:promoting diversified and balanced trade and investment opening with an integrated market-driven mechanism,promoting mutually beneficial and win-win commodity and factor flow opening with the advantages of large-scale economies of scale,and promoting safe and efficient cross-border settlement in RMB.To build a business system to ensure an institutional opening of a world-class business environment.The driving forces for promoting the new pattern of opening up include:firmly stabilizing China’s foreign trade fundamentals and expanding trade in emerging markets;accelerating the development of new business formats such as cross-border e-commerce and market procurement trade;vigorously enhancing trade digital innovation and developing service trade.Expanding trade and investment opening,promoting commodity and factor flow-oriented opening,advancing financial opening,and leading institutional opening are the core support,important cornerstone and institutional guarantee for China to build a high-level open economic system.
