数字经济是全球化催生的新经济形态,是驱动一国国民经济与社会高质量发展、扩大一国对外经济联系的新动力。梳理已有文献,对数字经济赋能“双循环”新发展格局的微观机理进行拓展,研究发现,我国数字经济发展具有鲜明的“中国特色”,其赋能新发展格局的主要着力点在于促进产业升级及优化区域结构。数字经济赋能“双循环”新发展格局,需要从供给侧和需求端两方面入手,综合平衡、协调推进我国数字经济发展;切实防范数字经济外部“脱钩”和内部“脱实”风险;以数字经济发展形成国内国际“双循环”的“应用场景”,助力科技自主创新与国际协同;以数字经济发展形成国内国际产业转移与转型升级的动力,在扩大内需中打造自主可靠的产业链与稳定安全的供应链。

The digital economy is a new economic form in the context of globalization,and it is also a new driving force for the high-quality development of a country’s national economy and society and the expansion of foreign economic ties.This paper sorts out the existing literature and extends the micro-mechanism of the new development pattern of“dual circulation”empowered by the digital economy.The research found that the development of my country’s digital economy has distinct“Chinese characteristics”,and its main focus is to promote industrial upgrading and optimize regional structure.The digital economy empowers the new development pattern of“dual circulation”,which needs to start from both the supply side and the demand side,comprehensively balance and coordinate the development of my country’s digital economy;effectively prevent the external“decoupling”and internal“decoupling”risks of the digital economy;The development of the digital economy forms an“application scenario”of domestic and international“dual circulation”,which facilitates independent innovation of science and technology and international collaboration;the development of the digital economy forms the driving force for domestic and international industrial transfer,transformation and upgrading,and creates an independent and reliable industrial chain and Stable supply chain.
