Research on forestry carbon sink trading construction in Qinling Mountains

摘要 为实现“双碳”目标,依靠秦岭良好的森林资源优势,大力开发林业碳汇交易,增强森林生态系统固碳能力,提升林业碳汇增量,使陕西省全面开展生态文明建设、打开生态产品价值实现渠道。在总结国内外林业碳汇交易实践的基础上,通过分析秦岭林业碳汇交易市场供给与需求,梳理秦岭林业碳汇的影响因素,结合层次分析法(AHP)明确秦岭碳汇交易建设的重要影响因素。结果表明,秦岭碳汇交易建设的重要影响因素为碳减排配额、国内政策、森林固碳效果、森林覆盖率和法律制度。最后从优化碳减排配额机制、提升国内政策保障、注重森林生态保护、完善相关法律法规等方面提出建设秦岭林业碳汇交易的建议。 Shaanxi Province can to carry out ecological civilization construction in an all-round way and open up the realization chan⁃nel of ecological products value by relying on the advantages of Qinling forest resources,vigorously developing forest carbon sink trad⁃ing,enhancing the carbon sequestration ability of forest ecosystem,and increasing the increment of forest carbon sink so as to achieve the goal of“dual carbon”.On the basis of summarizing the forestry carbon sequestration trading practice at home and abroad,the sup⁃ply and demand of the Qinling forestry carbon sequestration market were analyzed,the influencing factors of the Qinling forestry car⁃bon sequestration were sorted out,and the analytic hierarchy process(AHP)was used to clarify the construction of Qinling carbon se⁃questration.The results showed that the important influencing factors of Qinling carbon sink trading construction were carbon emission reduction quota,domestic policy,forest carbon sequestration effect,forest coverage rate and legal system.Finally,suggestions on the construction of forestry carbon sequestration trading in Qinling Mountains were put forward from the aspects of optimizing carbon emis⁃sion reduction quota mechanism,enhancing domestic policy guarantee,paying attention to forest ecological protection,and improving relevant laws and regulations.
