朱皆平的城市规划思想初探

Preliminary Study on ZHU Jieping’s Planning Thoughts

文章选取3个角度,梳理朱皆平的主要学术思想,剖析其规划理念的系统性与科学性。在城市历史文化遗产保护方面,他提倡保留城市中的私家园林、旧城街巷,分类处理城墙遗存,保护城市外围的自然本底和名胜古迹,既可弘扬传统文化,又可开发旅游业促进经济增益;在城市美学方面,指出城市之美是人民“桑梓之心”的源泉,也是国家文化的视觉体现,建议内化西方的理论与经验,在规划实践中弘扬我国的民族精神;提出“国家规划”的理念,提倡以广域视野考量地区发展,强调以工程前期的调查测量作为城市规划仰赖的基础,对当前我国城市的规划发展仍具有一定的借鉴意义。

It sorts out the main academic ideas of Zhu Jieping,selects three angles,analyzes the systematic and scientific nature of his planning concept,finds that Zhu Jieping advocates public health and urban management concepts,and analyzes the Zhenjiang urban zoning plan to corroborate it.In terms of the protection of urban historical and cultural heritage,Zhu Jieping advocates the preservation of private gardens and streets and alleys in the city,the classification and disposal of the remains of the city wall,and the protection of the natural background and scenic spots and monuments on the outskirts of the city,which can not only promote traditional culture,but also develop tourism to promote economic gains.In terms of urban aesthetics,it is pointed out that the beauty of the city is the source of the people’s“heart of Sangzi”,and also the visual embodiment of national culture,internalizing Western theories and experiences,and carrying forward the national spirit of our country in planning practice.The concept of“national planning”is proposed,advocating a wide-ranging perspective to consider regional development,emphasizing that the survey and measurement in the early stage of the project is the basis on which urban planning depends,which has certain similarities with land spatial planning.It summarizes the significance of Zhu Jieping’s planning concept for today’s Chinese cities.
