突发事件下公众应急信息传播行为演化机制研究

摘要 突发事件中,公众提供的应急信息对于及时把握事件态势、做出正确的应急决策具有重要的价值。为探究公众应急信息传播行为的动态演化机制,在构建公众为主体的应急信息传播网络的基础上,建立公众应急信息传播行为演化博弈模型,通过仿真实验考察公众应急信息传播行为的演化过程及其影响因素。研究结果表明,突发事件网络规模对公众应急信息的传播速度和密度有显著影响,加大政府应急响应力度和提高信息传播效率均能促进公众应急信息的传播。研究从完善突发事件应对策略、加大应急响应力度、提高信息传播效率等角度,进一步提出了促进公众主动参与传播应急信息的策略建议。 During emergencies, the emergency information provided by public is crucial for timely grasping current situation and correctly formulating emergency decision making. In order to explore the dynamic evolution mechanism of public emergency information dissemination behavior, an evolutionary game model of their emergency information dissemination behavior is established based on an emergency information dissemination network. The evolutionary process of public emergency information dissemination behavior is simulated while the influence of factors is discussed. The results show that the network size of emergencies has a significant impact on the speed and density of public emergency information dissemination. Increasing government emergency response and improving the efficiency of information dissemination can promote the dissemination of public emergency information. The study further puts forward strategies and suggestions to promote the active participation of public in emergency information dissemination,including improving emergency response strategies, strengthening emergency response, and improving the efficiency of information dissemination.
