乡村人居环境参与式营建模式研究

Research on the Participatory Construction Model of Rural Human Settlement Environment

“美丽乡村,共同缔造”是提升乡村人居环境建设的重点内容,建立政府、村民、专业者和社会力量多方共治机制,是实现乡村振兴和社区治理的有效途径。基于现有乡村治理模式,分析影响乡村人居环境建设的因素,提出以外生型为主,中介型与内生型同步的乡村环境参与式营建模式,明确公众参与的主体及职责,阐述参与的原则、机制、流程和具体方法等,为促进乡村社区共治和共享提供系统性、可操作的实施路径。通过参与式营建模式的引入,发挥乡村集体智慧,凝聚价值共识,唤醒场地活力,实现可持续管理、营造具有地域特色的乡村人居环境。

“Beautiful countryside,joint creation”is the critical content of improving the construction of the rural living environment.It is an effective way to achieve rural revitalization and community governance by establishing a multi-party co-governance mechanism for the government,villagers,professionals,and social forces.Based on the existing rural governance model,the factors affecting the construction of a rural human settlement environment are analyzed.In a participatory construction model of a rural setting with exogenous type as the mainstay,intermediary type,and endogenous type proposed,the main body and responsibility of public participation are clarified.The principles,mechanisms,processes,and specific methods of participation are expounded to provide a systematic and operable implementation path for promoting co-governance and sharing in rural communities.By introducing the participatory construction model,we will give full play to the collective wisdom of rural areas,gather value consensus,awaken the site’s vitality,achieve sustainable management,and create a rustic living environment with regional characteristics.
