地方政府债券发展路径思考

近年来,地方政府债券在稳增长、降成本、调结构等方面发挥了重要作用,成为防范化解金融风险、优化市场结构的必要手段。但是,我国的地方政府债券产生的时间较短,市场还不成熟,地方政府债券法律制度还存在高位阶法律规定缺乏、制度供给碎片化、监管制度不完善以及债券违约处置法律欠缺等问题,亟需引起关注和重视。在此背景下,本文从近年来地方政府债券发展的新趋势与特点出发,着重分析了目前地方政府债券法律制度存在的主要问题,并有针对性地提出了对策建议。

In recent years,local government bonds have played an important role in stabilizing growth,reducing costs,and adjusting structures.They have become necessary means to prevent and defuse financial risks and optimize market structure.However,the generation of local government bonds in China is relatively short and the market is still immature.The local government bond legal system still has problems such as lack of high-level legal regulations,unstructured systems,imperfect regulatory systems,and lack of bond default handling laws.Arouse attention and attention.Starting from the new trends and characteristics of the development of local government bonds in recent years,this article focuses on analyzing the main problems existing in the current legal system of local government bonds,and puts forward countermeasures and suggestions.
